Executive Directors
- Bill and Mary founded MSB in 1995. With more than 25 years of experience in education and technology, their combined efforts and expertise in the School-Based Medicaid arena and IEP management solutions have empowered school districts to access vital reimbursement dollars as well as streamline data management. As a family owned business, MSB represents not only Bill and Mary’s vision of excellence and service, but also their commitment to help schools help the children they serve.
Bill and Mary are recognized leaders in school-based Medicaid administration services and leading experts in regulatory policy and compliance. Pioneers in the development of leading special education data management systems, Bill and Mary are trusted partners and advocates for schools.

Director of Finance and Human Resources
- Scott joined the MSB team in 1999 following 3 years of teaching English and Math at a local private school. He holds a M.S. Degree in Counseling and brings 15 years experience in the field of Business. Scott plays an integral part in maintaining our company’s vision and mission. He oversees and directs treasury, budgeting, audit, tax, accounting, purchasing, real estate, long range forecasting, and insurance activities for the organization. He also directs and coordinates the establishment of budget programs.

Director of Client and Business Services

With 11 years in the school-based Medicaid arena, in multiple states across the US (providing technical assistance, training, oversight and consultation to public schools), Steve currently directs communication, training, and client relations support to public schools working with the organization. Steve has been instrumental in the development of methods and strategies to assist districts with increased federal funding via school-based Medicaid while maintaining the utmost attention to policy and compliance.

Director of Operations
- Over fifteen years experience in assessing client needs and exceeding expectations
- Evaluates existing operating procedures to improve organizational processes
- Analyzes district feedback to integrate desired functionality and optimize client experience
- Plays an integral role in development, testing and implementation of MSB products
- Comprehensive understanding and experience relating to the Special Education process
- Three years experience in database management, software related issue resolution and document creation
- Several years of experience in the Medicaid to Schools program, including internal quality assurance audits

General Counsel
In the last decade, Dan has supported school districts in NH, Massachusetts, Texas, Ohio and Maine as they have navigated school based Medicaid claiming. This support has included proactive regulatory compliance training, federal and state audit preparation and response. In addition, Dan has advocated on behalf of school districts in the administrative rulemaking process, providing written comments to proposed rules at both the state and federal level as well as testimony before state legislative committees and in public hearings on proposed regulations on behalf of schools and their Medicaid programs. Dan is admitted as an attorney in New Hampshire and Massachusetts.
